The cops probably had level 4 shields and all sorts of crazy tacticool equipment they should have destroyed the shooter with ease even if he did shoot their shields that whole fear of being shot thing is alarming considering they had the equipment to deal with 5.56 rounds.
My idea is a panic room style classroom that closes and is bullet proof along with armed teachers schools should be fortified
