This is inaccurate.

Everyone who isn't black tips. How much each person tips varies from person to person and from industry to industry, but every non-black person regularly tips, unless they get terrible service. Tourists who don't understand our system also don't tip, but I am just talking about citizens/residents of this country.

And no, this isn't racist, it's honest. Ask anyone who has worked in the food service industry.

It is definitely connected to both income and education. Not tipping is a lot more common in poorer black areas where most of the residents do not have a post-secondary education. Educated blacks who aren't poor tip just like everyone else in the country does.
