You proposed an idea that would make Bisping not look like he's ducking, while still indeed ducking. This does not accomplish that. He never agreed to the fight, or even publicly said he was down for it after Dana announced. This has in effect only served to make it look even more like Bisping is ducking him. While your tin foil hat idea ended up being more prophetic than it seemed, the situations surrounding this do kind of serve to disprove your theory as a whole.

Either he was injured when he told GSP that he would fight Romero if GSP doesn't sign the contract for July, or he conveniently remembered his injury as soon as the UFC said he'd be fighting Romero and he wouldn't be allowed to fight GSP. I don't doubt that his injury exists, but the most likely scenario here is that Bisping wants that big fight and he'll say anything he can to make it.
