Hmm. If a council manages its finances and can offer a tax rebate, I don't view that as a necessarily bad thing.

It's only offering to people who pay their tax in one go as a lump sum, which the poor obviously can't afford, and they know that. It's austerity taxing the poor to give money to the rich.
