We do not know how many memos he leaked, so all that can be done at this point is speculate if he released classified information as well

you can call them his recollections in memo form, you can call them government documents (the FBI has not taken a public position on this yet as far as im aware) - it doesnt matter. did he commit a crime by releasing them? after reading far too many legal analysis' of the matter im confident he did not.
did he release any classified information in doing so? he has explicitly said he took great care not to and it would be insanely reckless for him to do so knowing the scrutiny he was under. he knew he would be called to testify and would be able to publicly state anything he wanted in front of the world. and finally - he could have released everything he wanted to and distanced himself from it, ensuring that he could testify that he didnt release anything or talk with anyone about a damn thing and there would be no chance he could be found out, but he did not, he did it in a way that was obviously directly tied to him.
I'll let this guy tell you. He's got the timeline pretty accurate.

Comey stated that he re-wrote ONE memo in regards to Flynn. And took out the stuff that didn't need to be seen. So he didn't leak the actual memo.
again, you can call the memos anything you want, they are according to every description i have seen, his memory of conversations with the president that concerned him. if there was nothing classified in what he told his friend then nothing will come of it. some people will regard it as a huge transgression, some people will think it was whistleblowing etc...
nobody denies he is entitled to speak about his memories of conversations with the president, as long as he is not revealing classified material or material covered by executive privilege, that has not been proven to be the case here. and by now you would think it would have leaked out if comey had told his friend classified information which his friend then told to the media. so i doubt it happened, for that reason and all the other ones i have mentioned. he told one person parts of one memo and testified under oath that is was not classified information.
he isnt stupid, he knows what the penalties are if he was lying.
