Is there an option C?
I've gone straight to ballot boxes for 26 years.
That a vast swath of human beings are suddenly concerned with this, with 80 days to plan a trip to a drop box, is what I have a problem with.
Afghanis travelled 100 miles on foot and mule for their regional election.
This notion that this task cannot be accomplished in the first world is the epitome of bullshit.

The United States has fought wars for free and fair elections.
Intended Trump voters live further away from ballot stations than intended non-Trump voters.
With minimal common sense, that knowledge with the current topic in mind should speak for itself.
Why can't we do better?

If that's how it goes, that's the will of the people. I have the freedom to move wherever I want and maintain my job.
California is now threatening a 10 year tax/fine for anyone that leaves the state. Yes I move to Tennessee and California wants to fine me for 10 years.

What do you mean Drop box? That seems a conflation of words in a conversation about mail-in ballots.
Do you mean a ballot box? We do not have actual boxes here. There's an inefficient system of showing up for some old lady to check some book and then you go over to an electronic voting machine that keeps no paper record and touch a screen.

What do you picture people dropping?

The only time I've dropped a ballot in a box was when I was mailing it in

Are we talking about receiving through the mail, or mailing out?

Maybe I'm uninformed.

Is there a federal plan in place where ballots will not be made available to the public by mail?

Fwiw, I am 1000% for voter registration.
Without it, a country is without borders.

My understanding is that a great majority of the current debate is around absentee ballots.
These are already allowed at varying levels across the country.
In Texas absentee ballots required to be over the age of 65, out of the county on election day, or a few other things. Some people have requested that to be expanded so they don't have to go to a large polling station in the middle of a pandemic.

Independent of this request for expansion, because some states let everybody do absentee ballots, is the question of capacity. At the same time more people expect to mail in their ballots than ever before President Trump has added funding USPS request as a sticking point negotiations with the Democrats. Many people see this as a non-negotiable piece. It is intrinsic to the electoral process. The USPS has come out stating that under the current capacity abilities with their research and expected number of people providing absentee ballots inside of the current system ( that is a legal and current voting mechanism without any change in the rules) that they will not be able to guarantee mail does not get overrun and that balance get to their mailing addresses in time to meet state electoral rules. As such these dual topics come together with people feeling like a free and fair election is at stake over funding of capacity. And that funding has been brought up as a negotiating tactic.

To be clear my understanding for absentee ballots is that you request one and they send a ballot to your house you fill it out and mail it in. That's a current process in Texas.

I had a slightly different process when I mailed my ballot in because I was in a war zone. But it was the same idea.

To answer your last question, the sticking point has to do with effectively not funding the system that will get those ballots to the voters and back to the box in time to be counted by state election timeline requirements. if things are delayed you effectively knock out those votes.
