Sounds to me like someone is losing faith in the plan.
I just looked this guy up, because I was curious if white men in America being called 'Lin' was a thing.
Turns out that this guy came home one night when he was 16 to find that his dad had beaten his mother to death. For which the dad only received a 2-year prison sentence.
Probably explains a little why such a person is unhinged. But doesn't explain why such a person was ever able to work his way into a prominent position in national discourse.

The “even more substantial” seems to me to mean states where it is going to be even harder to justify finding enough votes. Can you imagine the phone calls he’s making to his trusted accomplices.
