Silly goose. Between climate change, and things like this becoming "more common" it's going to be "There's no reason ANYONE needs a car."
There's a reason governments are funding companies to develop autonomous cars.
Every military base worth it's salt has those 30-60 ° riser stops.
If NOLA has a budget specifically for this, there's no earthly reason not to have those up.
The military style will stop bulldozers.
Those ones shown would absolutely fuck up a pickup.
Apparently it's a police jacket, not a flag.
The truck had a camera mounted on a pole, the police covered it once the killer was neutralised. Perhaps he was live streaming?
That's just according to stuff I've read online, nothing is confirmed as yet. It does look very like a jacket though.

Yeah but those are permanent bollards, these ones look they just sit on a track in the concrete and are movable, more as a deterrent than something that would stop a car. Go to like 40 seconds.Those bollards can be extremely effective:
