Looking at the situation, even though it's clearly blocking it (I can't see the hydrant from my house) they would be able to work around it in an emergency situation but, as you pointed out, potentially costing seconds that in an emergency can be invaluable. When I contacted the city, I was told they only tow if it's in excess of 3 days so I don't see the fire department doing much about it either. I'm honestly astonished that they don't care.
