When the UFC acquired strikeforce in 2011 they decided to keep the women's 135 lb division and scrap the 145 lb division. They told Cyborg they wanted to do away with her division because it lacked enough talent and enough fights to keep her busy. They asked her to drop down to 135 lbs and she agreed it was in her best interest to do so and said she would try her best. So to make a long story short, they didn't create a new division for Ronda. The division already existed and Ronda was already the champion.
