He couldn't prove anything enough to think charges would succeed in court. This hardly means there was no meat on the bone.
Since then it's also been revealed that the Steele Dossier was a complete fraud. Schiff, the guy who pushed it the hardest, has acknowledged he never knew there to be anything serious in it, and that he'd do it again. The whole Russian collusion narrative is a fraud.

Well I guess we all know why they can’t get anything done even buying handguns.
I gotta be honest, most of the Ruskies I've met are pretty cool. They really just don't respect government at all, which is kind of ironic given what most westerners think of Russian culture.
