Maybe they "blocked" or "banned" it for Vucic or some govt agencies I don't know but normal people could use it whatever you could argue and whatever term you could use.

Russia definitely tried to ban and block it in 2018. The fact that it was largely ineffective doesn't mean they didn't try.
No, I'm not a Russia expert. Technology, though, I know a little something about. I don't believe any of these messaging apps get to operate without making concessions to their intelligence communities. Not in the West, not in Russia. I don't even trust Signal.
