Does Daniel McAdams realize Trump and Pence aren't the problem?

From USA Today:

The United States continued to lead the world in arms exports in 2016, netting a 43% increase in sales since President Obama took office in 2009, according to recently released data from the Stockholm International Peace Research Institute (SIPRI).

Nearly 40% of all international major arms transfers from 2009 to 2016 are from the U.S., almost double the exports from Russia, the next largest seller in the world.

Nearly half of U.S. exports went to the Middle East, but weapons were also sold to countries updating arsenals not involved in any armed conflict, explained Aude-E Fleurant, director of the Arms and Military Expenditure program at SIPRI.

Heading into the Trump administration, the high level of weapons export is unlikely to change, experts say.

The Obama administration signed almost 200 separate arms deals in the Middle East alone, many of which haven’t been fulfilled yet and can’t be included in SIPRI’s latest figures. (Contracts take years to fulfill and the value and amount of weapons can change, which is why SIPRI only measures arms that are delivered.)

“They're selling amazing amounts of weaponry at a time where the Pentagon budget is leveling off a bit,” explained William D. Hartung, the director of the Arms and Security Project and the Center for International Policy. "Obama has made a ton of agreements and there is a chance that will be a delivery increase under Trump based on deals that Obama made."

I don't think McAdams is saying Trump & Pence specifically are the problem, American foreign policy is.

He'd probably say they are a continuation of the problem (one might argue an escalation).

Trump to unleash more global arms sales
President Donald Trump is preparing to ease some restrictions on U.S. weapons sales overseas, sparking concerns about further flooding the international market with high-tech weapons and inflaming feuds in hot spots like the Middle East.

The changes, which could include enlisting the State Department and Pentagon to more actively advocate on behalf of American arms manufacturers, are set to be included in an executive order or presidential memorandum that Trump will issue this fall, according to three administration officials involved in the deliberations.

The Pentagon's $2.2 Billion Soviet Arms Pipeline Flooding Syria

The Pentagon is on a spending spree as it scrabbles to amass vast quantities of Soviet-style weapons and ammunition. But it’s running into problems sourcing them, and is using misleading legal documents to disguise their final destination: Syria.

This was mentioned in the USA today article I posted. To paraphrase, trump may decide to exidite the deals and production sooner rather than later, as opposed to have them ongoing over the course of many years.

Doesn't sound like they're referring to the Pentagon moving arms to Syria (& falsifying paperwork to do so) or the new "buy american" strategy of using diplomats/embassies to increase American weapons sales IMO.

Might want to get more specific. There has already been multiple indictments.
None that had anything to do with the original accusation. Both Flynn and that other guy I forget his name are indicted on different charges.

What I mean is Trump himself. Nothing will happen to him because he didn't collude with the Russians to help win the election. He won because he actually campaigned on the issues. Hillary was like I'm a woman vote for me, Trump is a pig don't vote for him.
