I listened to the ruling on it and seems like the rules are a bit too inflexible and Mickelson really should've been DQ'ed because of his intent. They haven't mentioned any previous examples of similar incidents that involve hitting a moving ball. Know of any?
The committee would have to determine if it is a serious breach or not and they have determined it to not be. They look at everything going on at the time of the infraction and if it hinders other players.
