They didn't, nor did I say they did. My point was in 2003 they had a situation (SARS) lied about it, and it then became the rest of the world's problem. When exposed they said "Sorry, we fucked up. Learned out lesson though." Fast forward 16 years and "Shit we've got a super virus. Let's just pretend it's not big deal again."

Down here where it's hot quickly I've been counting on that buffer. I finally got around looking up New York City which has an average high in the low 70s until June. Lots of these hard hit northern coastal areas will keep this around the longest.
We should get it a week later here and then end it sooner for those reasons.
Why did it fail? Why did it have such blindspots? Otherwise it helps no one to improve in the future. Honest assessment is a must. Calling it a failure without looking at the reasons is just setting you up for failure.
Not excusing China's initial response it was poor and you're right to criticise it. Separate that from subsequent action taken which is exemplary and not just down to government action, but populations willingness to buy into voluntary social distancing and testing.
