The CDC has been the same animal under both parties, they've failed as hard under several administrations. These government entities are clogging the system with red tape, corruption, incompetence, etc. In fact both parties have criticized the CDC and DHS for their lack of preparation. It's not a partisan issue, it's a government fail issue.
You are ignoring the response from the government in power and the responses from regional democratic government. It's not a complete analysis to focus on the CDC.

This is literally what this federal agency (CDC) is here for. It wasn't ready way before Trump made some silly remarks. The CDC should be at the forefront, not running behind what politicians think we should do.
