Well my government says it is and my government could beat your government in a fight. It says to stay away from you because you have cooties.I know you're not going anywhere. We only got federal approval yesterday for a half decent test, so......Same thing here until yesterday.
There's actually some pretty healthy competition between the states here right now. They are trying to one-up each other to do better testing for political reasons, which is a rare example of competitive federalism being a good thing.
Two of the smaller states have almost already contained it, so now the pressure is on the bigger 3 to get on top of it.
