Don't you worry that if a leader loses an election and starts gutting staff in an awkward interim that they could be doing it for self-serving reasons?

If it were the right reasons, wouldn't they have just put that staff in place earlier to use them?

IschKabibble @IschKabibble says its for accountability but I don't understand that argument at all.
Hypothetically it could be him waiting until all the votes are cast as to not create enemies and lose votes/confidence before the run for re-election...So you wait until this time for votes essentially.

He thinks he is winning this election obviously.

Yeah the delay seems a little weird the more you think about it.
I remember when Trump came in he thought that all the staff and the White House was still there but apparently a ton of that turns over with the new president. The previous team is supposed to be doing handoff like right now.
Trump apparently showed up with basically no transition team in 2016.
This isn't really a defense to the process. Just saying that's the kind of stuff that's apparently normally going on during this two month time. Obviously if you're far enough in to be one of the final couple for president you could easily have your transition team put together and ready to put in place in a couple of weeks.
I'm obviously more familiar with Canadian government departments than American ones, but I'd be surprised if many people beyond the secretaries are actually being replaced when a new leader comes in. If departments were being wholesale gutted, the country would never be in a functional state.

That said, I also can't help but wonder if states, and officials would have been a little more diligent with their handling of ballots/election day if they knew the new president needed to be in office on November 25th, instead of sometime in January. And that it would be a big problem to still be counting ballots a week after the election was over.

The GSA administrator officially determines the "apparent winner" of a presidential election. If it is not the incumbent president, the winner can access federal agencies and transition funds.[16] The GSA administrator’s declaration releases about $9.9 million in transition funds for salary, support, and computer systems; allow transition officials to establish government email addresses and receive federal office space; and allow the transition team to start work with the Office of Government Ethics on required financial disclosure and conflict-of-interest forms for incoming nominees. [17]
This phase of the process lasts between 72 and 78 days, ending on the inauguration day. During this time, the transition team must handle the influx of campaign staff and additional personnel into daily operations and prepare to take over the functions of government.

It says in there that the Clinton to Bush transition was done in a month because of the Florida recount that went until December 13th.

I cant find an easy body count, but it was enough that I remember the news stories about how Trump and crew thought the whitehouse workers all stayed on. And of course, they were all Obama workers with Trump leading the birther charge, so many wouldn't have even if asked.
It's kind of stupid that they're employees of the president and not employees of the federal government/White House. Granted the whole staffed mansion is kind of weird to me too.
