Hypothetically it could be him waiting until all the votes are cast as to not create enemies and lose votes/confidence before the run for re-election...So you wait until this time for votes essentially.

He thinks he is winning this election obviously.

Yeah the delay seems a little weird the more you think about it.
I remember when Trump came in he thought that all the staff and the White House was still there but apparently a ton of that turns over with the new president. The previous team is supposed to be doing handoff like right now.
Trump apparently showed up with basically no transition team in 2016.
This isn't really a defense to the process. Just saying that's the kind of stuff that's apparently normally going on during this two month time. Obviously if you're far enough in to be one of the final couple for president you could easily have your transition team put together and ready to put in place in a couple of weeks.

I'm obviously more familiar with Canadian government departments than American ones, but I'd be surprised if many people beyond the secretaries are actually being replaced when a new leader comes in. If departments were being wholesale gutted, the country would never be in a functional state.

That said, I also can't help but wonder if states, and officials would have been a little more diligent with their handling of ballots/election day if they knew the new president needed to be in office on November 25th, instead of sometime in January. And that it would be a big problem to still be counting ballots a week after the election was over.

I cant find an easy body count, but it was enough that I remember the news stories about how Trump and crew thought the whitehouse workers all stayed on. And of course, they were all Obama workers with Trump leading the birther charge, so many wouldn't have even if asked.

Then we couldn't stop people from canvassing mail in ballots until after the polls close artificially delaying election counts!

It says in there that the Clinton to Bush transition was done in a month because of the Florida recount that went until December 13th.

It's kind of stupid that they're employees of the president and not employees of the federal government/White House. Granted the whole staffed mansion is kind of weird to me too.
