What if she was told to name those people and they're actually innocent, for example if they refused to be any part of it.
I'm presuming that is the reason, to stop people's lives being ruined when they potentially had no involvement. I'm not saying it isn't a cover up but from a legal perspective there is at least some logic to why they are redacting names.
