There wasn't significant voter fraud before then either.
To be clear we are talking about picture ID....or drivers license.
In many places, and before 2006 all places there were many ways to prove your identity and registered status without a government ID.
Not speaking to actual occurrences, but it's certainly easier to cast an illegal ballot via mail than it is to show up in person where an ID is required. That can't really be argued.
If getting photo IDs is an issue for some sections of society then that needs addressed. Everyone's vote should count. 1 time.
