That wasn't the case until 2006 for any American. It's purely a political valence issue designed to limit certain undesirables from voting.
There wasn't significant voter fraud before then either.

To be clear we are talking about picture ID....or drivers license.
In many places, and before 2006 all places there were many ways to prove your identity and registered status without a government ID.
He asked a question. I gave an answer.

Not speaking to actual occurrences, but it's certainly easier to cast an illegal ballot via mail than it is to show up in person where an ID is required. That can't really be argued.

If getting photo IDs is an issue for some sections of society then that needs addressed. Everyone's vote should count. 1 time.

I forged my mother's signature all through my high school days. ?

And GTFO about fake IDs to vote. The only guy who ever did that was Brian Johnson from The Breakfast Club. ?

I forged a friends on a ballot years ago, because they were out of the country. Guess who’s ballot was denied? Stop acting as if there is massive voter fraud through the mail. It’s not true.

Sent a notice it was rejected obviously?

Any legal warning or anything?
No, they sent a letter saying that it was rejected, and obviously had info saying that what had been done was illegal. My buddy was never contacted about it again, and I never heard anything else about it(I was receiving my friends mail for about a year while he was traveling.)

There is a major difference.
Ellen Weintraub, with the Federal Election Commission, wants Americans to know that "there really has been no evidence of fraud" in the election this year.

"State and local officials and poll workers throughout the country really stepped up. And there have been very few complaints about how this election was run," Weintraub told CNN Saturday morning. "Very few substantiated complaints, let me put it that way. There is no evidence of any kind of voter fraud. There is no evidence of illegal votes being cast.
