sorry - the 90% comes from the change in policy that Obama instituted and that Trump subsequently expanded, it's based on the leak of information covering specific operations in Afghanistan. IIRC, it was later verified in the Afghanistan Papers that leadership at the DoD level was aware of the consequences to pushing a body-count measure of success.
