Yes you can draw the titers. The issue is the paucity of data on interpreting the test results.

if the vaccine is less than 50% effective at 6 months, and the long term effects of repeat and sustained vaccinations are unknown, why are we pushing repeat and sustained vaccinations for the entire population?

maybe it's a motive, maybe it's just a benefit to the manufacturers, but vaccine mandates also remove the "control group" from analysis.
