In reality, cops don't have infinite resources, they aren't all-powerful, they are assigned jobs according to priority, and they work in a co-ordinated fashion.
There were hundreds (or thousands) of people out on the streets, many of them committing violent crimes.
Everywhere a cop looked that night, he could see people doing shit they weren't allowed to do. Including a lot of serious property damage, arson, and violent assault.

Lights and sirens means a dispatcher has assigned them a job. They are on their way somewhere specific, to respond to a specific and prioritised call.
You think they're going to see him, stop the truck, load him into the truck, and abandon the job they're on their way to so they can take him away to be processed?
Or maybe carry him around in the back of the truck until they can deal with him?
That's not how this works in a state of emergency, it's just as simple as that.
