The only time there was a window with Putin was post 9/11. They invaded Georgia (as the prelude to crimea and now) and we pulled out of the ABM treaty...and that was that. Never recovered and only worsened. I think it was probably only that joint fear of muslim terrorism gave cover for both USA and Russia to enact wars without international condemnation binding us together, so who knows if it would have lead to anything. But there is a few year window there that seemed possible that Russia could be integrated enough to provide non-war threats between each.
