Location of the first responder teams (source). If the local PD told the USSS they couldn't cover that area and were only told to handle traffic/parking control, they must have lost that argument before the rally since they were there. There is also this which also came from the local LEO which shows the building isn't even in an assigned sector, but they planned on covering zones from there. In addition to the labeled sniper teams, there were a lot more local LEOs on ground there as seen in numerous videos.
Also, it was reported that someone posted at those buildings left at some point. According to the texts supplied by Beaver County after by asked by Butler County to assist, a number of their officers were there working a split shift that day. Them leaving in the middle of the day is not surprising.
It was also reported that someone who was suppose to be there that day didn't show up which seems to be true, but accepted by the local LEOs (source).
It seems the local LEOs were communicating with the USSS via text message which is odd (source).
Here is their after action report. That shows the locations where they spotted the suspect, how/where they got onto the roof, and mostly things that have already been reported.
Here is the body cam video from Beaver County, so I guess it was Butler County and/or PSP that didn't have body cam video??? In the video, they find eight shell casings. Also from the video it is hard to tell, but it looks like there is an LPVO on the gun.
