The windows of the hotel aren't smashed, must have been a pretty small explosion.

Either deliberate attack with fireworks as mentioned by sparkuri @sparkuri, or the lithium batteries went up and the truck had fireworks in it.

Starting to wonder if the payload was sabotaged and meant to be a lot more violent. Something similar happened in NYC where an immigrant blew his dick off in the subway with a firework, thinking it was a high explosive.
