If the programs stand together I don't think the players have much say at the moment.
Unless the players form a union and strike, at which point the world would implode.

At this point, it's an open market. Every limitation that's been tried has failed. Not sure you saw but not time in JUCO doesn't even count against eligibility.
If the program says we won't allow transfers then the players will file suit, and the university will lose. They're students and there are not any restrictions on biology majors transferring. The players don't need a union for that. Currently, the universities need a union more so that they can negotiate restrictions
