That's the number of spaces available in the Texas death certificate form and the appropriate filling of a death certificate is proximal causes as far back as you can fill.
Those 6% should likely not be covid19, but should have additional proximal causes such as ARDS, PE, Sepsis, etc.

If you want clearer numbers, 22 thousand under the age of 50, 102 thousand under the age of 64 (under 50 included).
260~thousand over the age of 78, which is coincidentally the average age of death in the US.
The thing about wanting to talk about numbers, you have to designate them.
