It's my understanding that they are but only if hospitalized.
Some individual health agencies may be trying to keep track, who knows.
The two big wigs in vaccine review and research at the FDA that are retiring have an issue with this. They wrote a paper about, among other things, the importance of tracking and studying these breakthrough cases. And they definitely had issue with giving boosters.
The paper stated that while there is no evidence that the vaccine has caused variants, the vaccine not suppressing replication and transmission as well as it should is a huge concern. It says that the vaccine only needs a simple, easy tweak to combat this.
(My assumption here is that the vaccine producers want to use up all they have produced before changing the vaccine. Maybe? I don't know.)

In his defense health canada has like 1/8 of the listed side effects the CDC does.
Strawman, your better than that.
A lot of people don't report such things or see any connection.
And yes, some doctors are hesitant to make that connection.
I merely suggest that your 200 number may not be as accurate as you think.
A better way to view it would to see if there has been an increase in such conditions this year compared to other years.
