It's a snafu.
They have cut the amount of trains but we are not on proper lock down.
So folk are still going to work.

Our PM is ideologically a libertarian and averse to wielding the power of the state. As such he has just advised businesses to institute working from home. However, many of them are owned and run by capitalists that don't give a fuck and won't shutdown until forced. Combine this with no help apart from standard unemployment + 20 quid a week for the self-employed and gig workers and many can't afford to self-isolate. We then get to the underground which is running a reduced service due to lower demand, and I imagine a sick workforce, and you end up with packed trains spreading a deadly pathogen.
