I've met many people who've said "I don't want to have a kid because I can't afford it." I've never once heard someone say "I don't want to have a kid because I'm worried about climate change."
The being said, the government of Canada is seemingly going out of their way to cripple middle and lower class people throughout the pandemic and we don't have most of the problems she's attributing low birth rates to.

That may be partially true but it's also in direct conflict with the fact that birth rates are lowest among those with the higher incomes.
It's a choice primarily due to women having contraceptive access and increased education with work options.
Ironically, and I'm not supporting otherwise, twice as many people working in so many More households is a primary driver of housing cost. With dual incomes the dollars chasing that product and demand and willingness to pay more goes up.
