If I'm over the age of 60 in prison right now, That's probably the scariest place I could think about being.
Then stop visitations until shit is done.

The virus doesn't move on it's own. It needs a host. Prisoners SHOULD be the safest people on earth providing the guards aren't infected.

Guards go home sometimes. Suppliers come. No vaccine available. They'll get infected and it'll spread because there's no herd immunity.

Because in my area, 30% of customers need to interview for low-budget discounts in-person.
There are no telecommuting/internet options.
So like the prison situation, things are about to get nasty.

What they should do is keep those office hours only for the low income applicants, one day a week. The rest can be done online. Closing it all is a mistake.

No, your discount is a monthly percentage.
So for those unable to afford expenses, they need to apply & interview(and usually count on it) to get services started.
Or to get the discount applied, which isn't retroactive.
Also, although they "say" they won't shut off the power to residents, you cannot count on their word.
They may need to show proof of layoffs etc. *due to Act Of God*.
There are countless times officials say one thing and do another, just like this, and countless human interest articles ran on them from local news.
It's usually to temporarily reduce panic.
Then an office shuts down.
In any case, new clients cannot apply, alotted funding just sits while debt accumulates.
There is a house every 10th block with a generator running at night in the winter, even without a catastrophe looming or present.

**COVID-19: In an effort to protect the health of our communities and service providers, there will be no-walk-in hours through March 31, 2020. Applications will be accepted via mail, but there is also a drop box outside the UDP/VLFR office where paperwork can be submitted.

**3/10/2020: Mayor Jenny A. Durkan announced that Seattle Public Utilities (SPU) and Seattle City Light (SCL) will keep utility services on during the COVID-19 Civil Emergency in Seattle. This will provide immediate utility relief for customers, both residential and commercial, financially impacted by the COVID-19 outbreak. Effective immediately, all SPU and SCL customers can set up deferred payment plans if their financial stability has been jeopardized by COVID-19. Utility service will stay on as their deferred payment plans are developed and implemented.
