But once the spread was endemic it was a choice between what type of social harm happened. Either they act draconinan, but also with great swiftness in building hospitals, instituting mass testing and social distancing across the rest of the country, or they could have continuned to let it spread and lost lives that way. Draconinan response was needed because of how poor their initial response was.

The United States and South Korea both started with the same tracking and containment model. We then followed that up with the exact same course of doubling of diseases over the same period of time.
South Korea then instituted social distancing and testing.
We have the ability to do both of those things and if we don't I will consider it a failure. If we institute welding people in their houses without providing a social safety net of food and water for them I will consider it a failure.
Even with Italy mismanaging outcome, At no point has Italy welded people into their apartments with no plan for food from the same government that lock them in...To force them and their neighbors to pool money in communal loan schemes to send someone, that is allowed, on a food run, to not starve.
I see some sort of giddy excitement about authoritarian efficiency in so many conversations. And I kind of get it. It's sort of like a mental consideration of the extremes and what's possible if you ignore other things. China built a hospital in two days or whatever. Wow that's amazing. China has factories that can pump out product at astonishing rates...Just ignore the slave labor and safety violations!
In that same thinking, and considering that we are actively considering what policies and where that line is for public obligation and individual safety and harm, I think it's really important to call out the absolute failures of the draconian policies when they go that far. We should be social distancing and testing. With that we're asking people to stay home and it's going to cause an economic impact. Ethically we owe all these same people some sort of safety net of food and water until this is over.
