You are not old enough to predate the biothrax vaccination to my knowledge. That process started before FDA approval. That is 25 years ago a week gave a non FDA Approved vaccine to soldiers That was then later approved.
On top of this, every single vaccine can be overridden with a single executive order including non FDA approved vaccines.
Historic precedent was set with George Washington mandating inoculation.
In this century, there is legal precedent out of the anthrax arguments that the president can override and force any vaccination he or she wants of the military.
