I always assumed that program was for low-income families, so the 60% amount surprised me.

There was such a shortage that stores had to implement limits per customer, at least at the beginning of April. That would have been the time to address this. This is not a shortage of just some luxury item. The moment stores are having a ration it you need a fix.
