Mexico is a narco-state without an effective government, and is not part of the developed world.

"Only the cops have guns" is effectively the default across the entire developed world. Japanese, Germans, Australians, Scandinavians, everybody has armed cops, nobody has anything close to the gun culture or the number of guns on the streets that you do. Again - you are the richest and most technologically advanced nation in human history........ why not compare yourself to other developed nations?

Have you tried changing the laws so that you have a lot more unplanned babies being raised by poverty-stricken single mothers who don't have the resources or the ability to raise the kids properly? That should help.

we're back to stratifying the right to defend yourself based on income and status.

I promise you can reload a double-barrel fast enough, and shotguns are at least as lethal (maybe more) at shooting unarmed people as they flee.
