Mosul started last October and should be fully recaptured by August.

Only 2,500 ISIS fighters in Raqqa so it might not take as long as I thought (by comparison there were 6,000 ISIS fighters in Mosul when that campaign began in October of last year).

This title is true, but civilian casualities have also increased during this time. It's really unclear if this would have also increased during the Obama administration, because you had the intensifying of the conflict within Mosul, while also the start of of Raqqa has tapered off. The article doesn't say that as the insurgents inside Mosul become more concentrated they become easier targets, whereas also, to be fair, human shields they take become unavoidable causalitys in Mosul..
Combined with that the start of an offensive within an urban area like Raqqa is going to see an uptick in civilian casualties, regardless of how careful you are. Which will distort any statistics provided. Personally, I haven't seen any statistics which prove, either way, that Trump has been more callous with civilians deaths, or conversely more effective with killing ISIS members. it's just hitting a stage in the conflict where the casualties should naturally rise in both categories, which allows for a lot of spin.
It's possible the information is out there, to prove one way or the other, but I haven't seen it. I will say there has been a marked increased in the reported civilian casualties and reports of such that have reached me. However, that doesn't prove anything. What I personally have seen, seems to me, like that the Trump administration has largely continued the successful policies of the Obama administration in the fight against ISIS, while also accelerating policies which help the fight against ISIS, but were politically held up by Turkey. I wouldn't be surprised to see U.S. and Turkey relations brake down within the next couple of years, even though that might be a outside possibility.

After Tal Afar (whose terrain and comparably low number of fighters will make it easier than Mosul), the Iraqi forces will probably then try to take Hawija and then finally that sparsely populated region in the southwest of the country.

It's northern Syria and it's showing the growth of Kurdish-controlled areas.
Btw, the Iraqi Kurdish Parliament has voted in favor of an independence vote on September 25.
Turkey and Iran are worried and against the idea because if the Iraqi Kurdish population votes to become independent (100% chance they will vote YES), it could embolden Kurds in those two countries to push for independence or greater autonomy. The U.S. is worried because it could destabilize the region (it probably will but it's not like the region has ever been that stable).
