For movie props, why not have a smaller barrell where it would be impossible to load a live round? Just like they do with diesel pumps and regular gas pumps - you can't fit a diesel pump into the regular gas receiver on a car/truck.
A real bullet can't be fired unless it is loaded. And if you can't load it...

Baldwin's trigger discipline isn't at issue in this situation. And I think you underestimate the burden of your solution to this non-problem.It's a pretty easy solution.
