There was a major city mayor who said he was going to withhold freedoms unless masks were worn, so it's not like people are making a big leap here.

Well, if state of emergency (thus can declare martial law) is declared, freedoms mean shit and are irrelevant, constitution void, civil rights put on hold. It happened during the great depression to avoid bank runs, and it has happened many of times where our constitutional rights are limited. And no, that is not really mentioned in the constitution. But mask wearing is the hill they want to die on? That is haha funny.
