He leveraged his identity to go after the Italians portraying himself as some fearless prosecutor when most of what he did moved the goalposts of what you could use RICO for that still gets ham fistedly applied today. He was an awful mayor. He rode in on policing and social service reforms largely instituted under Dinkins and took credit for them, then he decimated programs for the poor, driving a lot of long time New Yorkers out of the city as he sold away neighborhoods to developers and used zoning laws to turn a lot of it into a strip mall, a process continued enthusiastically by Bloomberg. When 9/11 happened, he gave a few speeches for the 3 months he was mayor before Bloomberg took over, but he actually played little to no part in the city's recovery outside a few photo ops with first responders.
