I honestly don't know.. they do it In wrestling as the year goes on due to holidays and natural growth as a kid..

Okay I get that. I guess it makes sense if it doesn't convince people to cut more weight as it makes the lighter class easier to crank for. They used to do it when I was a kid but I was a rat wrestling in 84 pound 90 pound 97 pound divisions and the extra pound allowance would tempt you to trying to cut down.
