The federal government has limited power to mandate vaccines. It can only require them to prevent transmission of a dangerous infectious disease across state lines or international borders. They could also legislate further powers.

seatbelts are state law, but I highlighted them to disprove your ridiculous assertion that a large percentage of the population being against a mandate means it is illogical to assume that whoever is in charge of said mandate knows better.
